Venezuela’s Chavez claims plot to kill him uncovered

CARACAS, Sept. 11 (Xinhua) — Venezuela’s government claimed Thursday it had uncovered a possible plot to kill President Hugo Chavez and was interrogating suspects.
In a live broadcast shown on television stations, Chavez played audio recordings he said were of retired military officers discussing plans to bomb the Miraflores Palace, headquarters of the national government, and kill the president.
On one tape, a voice ascribed to former Venezuelan Vice Adm. Carlos Millan talked about ways to attack the Miraflores Palace, TV stations, army facilities, the command of National Guard and some other military targets.
In addition to Millan, former army Gen. Wilfredo Barroso Herrera and former air force Gen. Eduardo Baez Torrealba were identified as co-conspirators.
Chavez accused the United States of sponsoring the plan and denied that the plot was part of an electoral strategy made by high-level officers from his own ruling party, the United Socialist Party of Venezuela (PSUV).
Revelations of the alleged assassination attempt prompted an immediate reaction from the National Assembly, which agreed to launch a parliamentary investigation into the case and to take it to the Parliament of the Common Market of the South (Parlasur) and the Inter-Parliamentary Union.
PSUV vice president Alberto Muller called on supporters of Chavez to launch street demonstrations throughout the country to protest against the alleged conspiracy.

Minister Maduro deems extremely serious assassination plot

Minister Maduro deems extremely serious assassination plot
Caracas, Sept 11. ABN.- The Minister of People’s Power for Foreign Affairs, Nicolás Maduro, labeled as extremely serious the assassination plot against the President of the Republic, Hugo Chávez Frías, as well as it attempts against the stability of the Bolivarian Government.

The statements were made regarding a video presented on Wednesday night at the television program “La Hojilla” hosted by Mario Silva, where he presented records of telephonic conversations where some former and active members of the National Bolivarian Army Forces planned a coup d’État and an assassination plot.

“We have received this serious denounce, which is something that the Head of State warned and was preparing public opinion for it. We (Government) already had information about a plot against the life of Chávez Frías and a conspiracy against Venezuelan democracy,” Maduro stated.

Furthermore, he said: “We have testimonies and proves of that plot when we hear the voices of former officers betraying the peace commitment, the life commitment that they assumed when they became officers. They even talk of blowing up the presidential plane and taking over Miraflores (Presidential) Palace.”

Maduro informed that this denounce will be delivered to all the countries of the world as well as diverse international organs.

Moreover, Maduro stated that Venezuela, in contrast with its situation during plots in 2001, 2002, and 2003, is stronger and rebuilt with a people’s democracy in full operation, with stronger institutions, a more organized people, and a more stable society.

Maduro did not discard the possibility that the President of United States, George W. Bush, could be behind this plot.

In any case, he said, the investigations will sort out how the organs of the Government of United States are linked to the attempt against the life of Chávez and Venezuelan democracy.

“While the final day for that clan that has ruled the Government of United States last years is getting closer, they try to destabilize and fill with violence and blood the entire world,” Maduro stated.

He reiterated that this conspiracy against Chávez joins the same guideline coming from the White House, “from the decadent Bush’s Administration aimed to destabilize some regions of the world.”

Maduro made a call to the people to mobilize strongly and firmly and denounce with full names the face of this plot. In addition, he urged to the institutions in charge of making justice to do justice, “because the people responsible of this have to be in jail.”

Assassination plans in Venezuela obey to the empire’s command

Caracas, Sep 11 ABN.- Regarding the assassination plan against President Hugo Chávez, ‘the most surprising is the media silence; at El Universal, for instance, there is no one word about it (…) There are great media involved on this,’ stated the Minister of People’s Power for Communication and Information, Andres Izarra, on a program broadcast by the television station VTV.

Izarra affirmed that ‘there are great media companies involved on this, there is some information about the participation of private media, of the 2-D Movement (December 2nd 2007, movement against the constitutional reform), it always slips out Globovision (private media company).’

The Minister expressed that the investigation bodies had been monitoring these plans some time ago, that they expected to take the life of Venezuela’s President away and to end with the democracy of the country.

He insisted on the amazing feature of the great media blockade existing on media companies, clearly linked to opposition and military sectors of the country.

Besides, Minister Izarra informed that the record showed last Wednesday by Mario Silva, host of the television show ‘La Hojilla’, broadcast by the Venezuelan state-owned channel Venezolana de Televisión, is part of a reliable investigation, not a smoke bomb as some opposition sectors and private media companies intend to suggest.

The host of the television show ‘La Hojilla’, Mario Silva, showed this Wednesday night a video where is disclosed a coup d’etat and assassination plot planned by former and active soldiers without rank against president Hugo Chávez Frías.

The video presents telephonic conversations between the General of Division of the Army Wilfredo Barroso Herrera; the Vice-admiral Millán Millán; and the General of Brigade of the Air Force Eduardo Baez Torrealba.

These people talk about taking over Miraflores Presidential Palace and they point, as their main goal, to aim all the efforts where ‘the mister’ is, referring to the President Hugo Chávez. ‘If he is at Miraflores, then our efforts go there,’ one of the coup organizers says.

Caracas, Sept 11. ABN.- The assassination plans against the president of the Bolivarian Republic of Venezuela, Hugo Chávez Frías, obey to the command of the United States empire, stated this Thursday the leader of the United Socialist Party of Venezuela (PSUV), Aristobulo Isturiz.

At a press conference from the PSUV head office, Caracas, Isturiz expressed that the empire’s campaign is not only against Venezuela, but also against all the countries that fight against capitalism.

He also said that the opposition sector plan riots and destabilizing actions against the initial stage of the academic year, against hospitals, all of that in order to prepare the path for the coup d’etat and for the elections.

‘For that reason they organized a movement for this. The movement 2-D (December 2nd 2007, movement against the constitutional reform) is involved on it, or do you think that those soldiers are alone?’, Isturez wondered.

The host of the television show ‘La Hojilla’, Mario Silva, broadcast by the Venezuelan state-owned channel Venezolana de Televisión, showed this Wednesday night a video where is disclosed a coup d’État and assassination plot planned by former and active military men against president Hugo Chávez Frías.

They also say, ‘We are going to take over Miraflores Palace, we are going to take over television plants. The objective must be the same (…) that effort of unity has to be towards Miraflores Palace because it is the unity of the combat.’

The plans of these military men include to take control of the Army Command Office, according to the conversations held by organizers showed in the video. The operation is divided into three zones of the country: Venezuela’s west, east, and center.

They propose to carry out a ‘possible operation’, while the President is still on the air. One of the actions could be to ‘blow him up or capturing him with planes while on the air (…), we have to plan it well,’ they said.

During the conversations they say that they count with commanders, colonels, pilots, one of them with more than 1,000 hours of flight in F-16, and instructors, who are willing to follow their orders.

‘The pilots are the most important. There is one with more than one thousand hours of flight in F-16 and the other one is an instructor. They are going to take off the planes. That commander, who is instructor, has some youngsters under his control, some captains and majors who are also willing to follow him just if the security man of the Base Libertador is with us,’ said during the conversation.

‘He told me: I give you the pilots and put them inside a plane. He is a commander. Nobody will check him. He is the commander of the police there (…)’ it can also be heard in the record.

Mario Silva stated that these kind of actions are the result of the fear of some opposition sectors, in which he accused Raúl Isaías Baduel (former Minister of Defense during Chávez’s Administration) and Alberto Federico Ravell (President of Venezuelan private television channel Globovisión), because they could lose governors and mayors election, which will be carried out on November 23rd.

Silva said that the video was already handed to the General Attorney’s Office for further investigations.

The Next Cuban Missile Crisis?

Home ” Opinion & Analysis ” International Relations

September 9th 2008, by Nikolas Kozloff - NACLA
In a move that undoubtedly set off alarm bells in Washington, Venezuelan President Hugo Chávez announced that Venezuelan and Russian ships could soon hold joint naval exercises in the Caribbean.
“Russia’s naval fleet is welcome here,” Chávez said on his weekly broadcast program. “If it’s possible, we’ll stage an exercise in our Caribbean waters.” Russian naval vessels, including a nuclear cruiser, are due to call on Venezuelan ports in late November or December, Chávez said.
The Venezuelan leader is known for his rhetorical ripostes and once again he did not disappoint. “Go ahead and squeal, Yankees,” he said, taunting the Bush White House.
Even before the April 2002 coup in Venezuela that sought to topple Chávez from power, diplomatic relations between the South American nation and the United States were tense. Chávez for example criticized U.S.-style free trade in the region and pursued a nationalistic oil policy. When it emerged that the United States had aided opposition forces involved in the coup, relations took a nosedive and never fully recovered.
Unfortunately the Bush White House has done everything in its power to provoke Chávez yet further. Last April, the Pentagon announced that it would revive its Fourth Fleet in the Caribbean. The fleet is based at the Mayport Naval Station in Jacksonville, Florida and answers to the U.S. Southern Command (Southcom) in Miami. Southcom has about 11 vessels currently under its command, a number that could increase in future.
An April 24 Bloomberg report claimed that the fleet would be lead by the nuclear aircraft carrier USS George Washington. But a subsequent report appearing in the Venezuelan newspaper El Universal quoted U.S. Admiral James Stavridis as saying that the force would not have an offensive capability. “We have no intention whatsoever to have an aircraft carrier as part of the Fourth Fleet,” Stavridis said.
The Navy claims it resuscitated the Fourth Fleet to combat terrorism, to keep the economic sea lanes of trade free and open, to counter illicit trafficking, and to provide humanitarian assistance and disaster relief.
Such claims notwithstanding, it’s no secret that the United States would like to head off the left wing-alliance between Venezuela, Cuba and Bolivia. And Chávez is probably correct in seeing the Fourth Fleet in Caribbean waters as a “shot across his bow.”
In an interview with Cuban television, Bolivian President Evo Morales remarked that the U.S. naval force constituted “the Fourth Fleet of intervention.” Cuba’s former leader Fidel Castro asked why the Pentagon sought to revive the Fourth Fleet at the current time. Writing in the Cuban newspaper Granma, Castro suggested that the move constituted a return to U.S. gunboat diplomacy. Castro, whose island nation confronted a U.S. naval blockade during the Cuban missile crisis of 1962, declared, “The aircraft carriers and nuclear bombs that threaten our countries are used to sow terror and death, but not to combat terrorism and illegal activities.”
Echoes of the Cold War
Like Castro, who sought out a diplomatic alliance with Russia to protect Cuba from the United States, Chávez is now cozying up to Moscow. For years, oil-flush Venezuela has been buying up Russian arms including Kalashnikov assault rifles and Sukhoi fighter jets. Chávez has justified the arms purchases as a necessary measure to dissuade the North American “empire” from invading his country.
Just two months ago, Chávez called for a strategic alliance with Russia to protect Venezuela from the United States. Caracas and Moscow agreed to extend bilateral cooperation on energy, with three Russian energy companies to be allowed to operate in Venezuela.
The Russian naval squadron and long-range patrol planes could arrive in the Caribbean for the exercises later this year. The deployment is expected to be the largest Russian naval maneuvers in the Caribbean, and perhaps the Western Hemisphere, since the Cold War.
Worryingly, the nuclear-powered guided missile cruiser Peter the Great, a vessel with massive firepower whose missiles can deliver nuclear or conventional warheads, will participate in the Caribbean maneuvers. The ship is armed with the Granit long-range anti-ship missile system, which is known in military circles as the Shipwreck missile. It also has a sophisticated air defense missile system capable of striking both air and surface targets.
Jon Rosamund, editor of Jane’s Navy International, a specialist maritime publication, said the Peter the Great is large and heavily armed with both surface-to-surface and around 500 surface-to-air missiles. “On paper it’s an immensely powerful ship,” he said. “We are not really sure if this is a show of force or if it poses a viable operational capability at this stage.”
Russian Foreign Ministry spokesman Andrei Nesterenko said the Admiral Chabanenko, Russia’s most modern anti-submarine destroyer, would also join the exercises, along with an unspecified number of anti-submarine naval aircraft. Venezuela’s naval intelligence chief, Admiral Salbatore Cammarata Bastidas, said that 1,000 Russian military personnel would take part in mid-November exercises with Venezuelan frigates, patrol boats, submarines, and aircraft.
Worst Case Scenario: McCain
Russian Foreign Ministry spokesman Andrei Nesterenko insisted that Russia’s decision to send a naval squadron and planes to Venezuela was made before Russia’s war with Georgia and is unrelated to the conflict. Last month, Russian forces fought a brief war with U.S.-ally Georgia over the breakaway province of South Ossetia. During the brief war and the ongoing standoff, Chávez has backed Russia’s calls for Abkhazian and South Ossetian independence in opposition to Mikhail Saakashvili’s government in Tbilisi, the Georgian capital.
U.S.-Russian relations hit their lowest point in years following the crisis in Georgia and even sparked fears of a new Cold War. Following the conflict, the Pentagon sent U.S. warships to the Black Sea to deliver humanitarian aid for Georgia. Hardly amused, Prime Minister Vladimir Putin warned that Russia would mount an unspecified response to the aid shipments. Asked what he thought about the U.S. naval presence near where the Russian Black Sea fleet was based, Putin said that Moscow would definitely respond with “calm.”
When asked about the possibility of Russian naval exercises in the Caribbean, U.S. State Department spokesman Sean McCormack mockingly responded, “If it is, in fact, true, then they found a few ships that can make it that far.”
Far from calming the situation, such flippant statements will only serve to further antagonize Russia, which is already angry about NATO expansion on its borders, not to mention the installation of U.S. missile defense systems in Poland. With tensions in the Caucasus and Eastern Europe already on the upswing, the last thing the world needs is a naval face-off in the Caribbean.
Judging from recent campaign statements, a John McCain administration would do little to calm the waters. During the war in the Caucasus, the Arizona Senator remarked, “Russia should immediately and unconditionally cease its military operations and withdraw all forces from sovereign Georgian territory.”
A sharp critic of the Putin government, McCain said, “The consequences of Euro-Atlantic stability and security are grave.” McCain also called for “a truly independent” international peacekeeping force for South Ossetia, and said the United States should work with the European Union to pressure Russia to halt its military efforts.
McCain is hardly a neutral arbiter when it comes to the conflict in the Caucasus. His top foreign policy adviser, Randy Scheunemann, works for lobbying firm Orion Strategies. According to the Washington Post, the company has provided “strategic advice” to the Georgian government. Scheunemann himself helped McCain draft a strong statement in support of Saakashvili during the war in South Ossetia.
If geopolitical tensions should spread to the Caribbean, McCain is surely the last politician one might want in the White House. Speaking in Miami’s Little Havana, McCain argued that “everyone should understand the connections” between Evo Morales, Castro, and Chávez. “They inspire each other. They assist each other. They get ideas from each other. It’s very disturbing.” McCain said Chávez breathed “new oxygen” into the Cuban government, and that Washington should do more to quell dictatorships throughout Latin America.
Time for Obama to Step Up
To his credit, Barack Obama has been somewhat less bellicose. At the height of the war in South Ossetia, the Illinois Senator called for an end to the violence but stopped short of assigning blame or making strong demands on Moscow. “I strongly condemn the outbreak of violence in Georgia, and urge an immediate end to armed conflict,” he said.
On Venezuela, Obama has been somewhat vague. Speaking with his supporters, Obama said Chávez had “despotic tendencies” and was using oil money to fan anti-U.S. sentiment. The Illinois Senator did however manage to stir the waters when he declared in a CNN-YouTube debate that he would open diplomatic channels to “rogue nations” such as Venezuela. Though certainly mild, Obama’s remark quickly embroiled him in a political firestorm with his chief rival, Hillary Clinton, who labeled him “naïve.”
Obama is still a relative unknown on foreign policy but at least he hasn’t staked out hawkish stances like John McCain, a politician who would surely continue the Bush legacy by antagonizing, bullying, and pushing around smaller, poorer countries like Venezuela. In response, Chávez might deepen his relationship with Russia if McCain pursues Big Stick diplomacy in Latin America, ratcheting up tensions.
Obama has been eager to prove that he is “strong” on national security. And this could be his chance. But rather than try outflanking McCain by staking out a position further to the right, Obama would be wise to use escalating tensions with Russia to his advantage. He might declare, for example, that McCain has been reckless in dealing with the unfolding conflict in the Caucasus. U.S. voters, Obama might argue, have no desire to go back to the paranoid Cold War or to relive the hair-raising days of the Cuban missile crisis

Venezuela’s Chavez says US ambassador must leave

President Hugo Chavez ordered the U.S. ambassador to leave Venezuela in 72 hours and said he was immediately withdrawing his ambassador from Washington.
Chavez said Thursday night that U.S. Ambassador Patrick Duddy is no longer welcome, just as his close ally Bolivia expelled the American envoy from La Paz a day earlier.
“They’re trying to do here what they were doing in Bolivia,” Chavez said, accusing Washington of trying to oust him.
“That’s enough … from you, Yankees,” he said during a televised rally, using an expletive.
The socialist leader said Venezuela’s ambassador to Washington, Bernardo Alvarez, would return to the U.S. “when there’s a new government in the United States.”
The move by Chavez brings relations with Washington to a new low and raises questions about whether the diplomatic clash could hurt trade. Venezuela is the fourth-largest oil supplier to the United States, and Chavez threatened on Thursday to cut off crude shipments “if there’s any aggression against Venezuela.”
He has made similar threats in the past, but the United States is his No. 1 oil client and taking such an action would debilitate his government financially.
Chavez, long at odds with Washington, appeared to leave open the door for restoring full relations once President George W. Bush’s successor is in the White House.

Yankee hegemony finished: Chavez
Russian nuclear-capable bombers have arrived in Venezuela for unprecedented joint exercises in the Caribbean, which would later be joined by Russian warships, including nuclear submarines.

Russian President Dmitry Medvedev said he had ordered strategic bombers to fly across the Atlantic Ocean. Two Tu-160s, the world’s biggest long-range bombers, landed in Venezuela on Wednesday in the first Russian military foray into the Western Hemisphere since the Cold War ended.

The Russian Defence Ministry said the bombers flew to Venezuela on a training mission and would conduct training flights over neutral waters before returning to Russia next Monday.

“The Yankee hegemony is finished,” said Venezuela’s President Hugo Chavez in a televised speech announcing the arrival of Russia’s warplanes. Mr. Chavez, a former Air Force pilot, said he would pilot one of the Russian planes over Cuba to please his friend, the Cuban leader Fidel Castro. Russia’s Navy plans to send a nuclear cruiser flagship, submarines and anti-ship aircraft to Venezuela for joint naval manoeuvres later this year.

Mr. Medvedev said Russia would continue to hold joint war games with its partners across the world. The commander of Russia’s long-range military aviation, General Pavel Androsov, said Latin America was an “interesting region” for Russian bomber flights because the U.S. was setting up a new fleet there.

The deployment marks the first time that Russian bombers have been sent to the Western Hemisphere since the Cold War ended and escalates the already tense relationship between Washington and Moscow.

Mr. Medvedev said Russia attaches top priority to upgrading its armed forces in the face of the NATO-backed military build-up in the Caucasus.

“We will pursue the task of re-equipping our armed forces in a consistent and dedicated way, taking into account… Georgia’s aggression and its continuing militarisation,” said Mr. Medvedev at a Kremlin meeting.
